Bill to Pave Way for Improved Regulatory Regime for Local Vessels

The Merchant Shipping (Local Vessels and Miscellaneous Amendments) Bill 2005 will be gazetted on 6 May to pave way for the implementation of the Merchant Shipping (Local Vessels) Ordinance (LVO). LVO updates marine legislation to meet the modern day operational requirement of the local shipping industry and enhances the safety standards of local vessels.

A spokesperson for the Economic Development and Labour Bureau said today (4 May), "The bill will make consequential amendments to nine ordinances and 13 pieces of subsidiary legislation and propose a number of improvements to LVO, including adding new provisions to effect the agreed policy of imposing compulsory third party risks insurance requirements on all local vessels to enhance protection for passengers. It will also cover miscellaneous amendments to marine legislation. In summary, all the proposed amendments will ensure effective operation of LVO and provide for better control of local vessels".

The bill will be introduced into the Legislative Council on 18 May 2005.
